I know that it is possible to have a video running alongside a Sibelius score, and that you can mark hitpoints on the score, but what is the most efficient workflow for using Sibelius to Spot a film?

Well, you need to pretty much first figure out the tempo of the scene. Write that in. Then make adjustments to the meter in order to land significant hit points (acknowledgments / points to change) on the next bar’s downbeat. Do that until you’ve marked up your barlines to the end of the cue, than start filling in the blanks with music.
